Removing a user takes two clicks

pieter vijfvinkel brought this issue to our attention:
"by the way there is still this user removal issue - also with 1.7.1 - you have to click 'delete' twice - and if you investigate the log you notice some 'caching' issues"
tested this with 1.8, which updated both the caching and the trigger methods. Seems to be working fine now.
