The default permission for who can read cards is set with this permission rule:
This follows the Set+Setting=Rule pattern as follows:
- *all is the Set of all cards
- *read is the Setting that determines who can read cards in the set
- *all+*read is the Rule that determines who can read any card on a Wagn.
Because it applies to the *all set, this is a very broad rule. In general, broader rules that can be overridden by narrower rules. For example, new Wagns come with *all+*read set to "Anyone", which means anyone can see any card on the wagn by default. But they also come with another rule:This rule applies to only one card, because there is only one card in the Administrator Links+*self set (the Administrator Links card). This narrow rule will override the broader rule applied to the *all set.

The easiest way to create rules is through Set cards. You can navigate to a card's related sets through its Options Tab.
