add Search paging interface at bottom
The navigation links in recent changes are only at the top. When browsing recent changes I scroll to the bottom of the list and can't continue unless I scroll back up to the top of the page. I'd like to see the navigation arrows at the top and the bottom.

Looks like limit no longer shows a paging interface - whether as part of this or separately, should check this matches documentation before we close the ticket.
Also, bottom paging interface doesn't show up on Recent Changes. Is that on purpose?
