add setting for edit controls

Some relevant comments in improve interface around content view inclusions.
A new setting *edit controls which is a Pointer with these *options as checkboxes, which if checked do the following:
- link in menu - makes "Edit" link available
- double-click - makes double-clicking trigger editing
- require permissions - show / respond to edit controls only if the user has permission to edit the card
Note that these can be options in "*edit controls+*right+*options" without actually adding cards with those names.

The next step will be make simple edit-alternative to double click.
Meanwhile, if people want to turn off double-click to edit they can edit the entire card, or replace /wagn/ with /card/edit/ on the particular card in question.
