(currently, and will return what we end up with on add file format for rendered plain text if we change txt to return that format)

If you were thinkinto use the format we're adding with add file format for rendered plain text to solve the problem on inclusions as link targets, that may be overloading. I want a format (presumably that new one) aimed at being human-readable, which is why I proposed the links as footnotes there when I thought this through. If we solve the problem on inclusions as link targets with this ticket, I think we need a new format. More on that there.
In any case, I think inclusion syntax of format is worth considering.
