Want some way to avoid all cards of a type having ToCs when the type's form has four or more headers.

If "|cardtype name|+*table of contents" exists and is no, then suppress the table of contents for all cards of that type.
(Unless they individually have a +*table of contents set to yes?)
While doing this we'll need to rework the toc section in the config subtab of the Related tab.
