eliminate Options tab+discussion

+*table of contents makes more sense on an Options tab than anywhere else. Arguably the +*config submenu being proposed on Friendlier Related tab would make sense here too.

I think we need to approach our evolving tabs a bit more broadly than this. closing this ticket.
