further improve rules interface+solution
Possible tweaks (mostly culled from what John Abbe wrote on improve interface for editing settings):
- put the most accessible settings first — e.g. table of contents, permissions when they're setting-ized.
- hide ones the user can't add/edit.
- cue text without having to open a setting
- cue text for each chunk rather than each setting
