how to find non-empty cards?
{"not": {"content": ""} } gets an error:

"not" in WQL should work with simple card defs
fyi, operators are more efficient that relationships, so, ceteris paribus, it's best to prefer them.

workaround (as well as being more efficient) is:
{"content": ["ne",""] }
