stop filtering angle brackets in Phrase and PlainText

Angle brackets added via comment interface currently disappear along with what's in them.

Workaround is to type out < and >
Alas that breaks in *to, for flexmail at least.

This affects comment boxes as well - lump that fix in here, or ticket separately?
